6:25-cv-01159-MC | U.S. District Court, District of Oregon (Eugene)

On July 3, 2025, I filed a federal civil rights lawsuit against Oregon Senator James Manning, Oregon Representative Shelly Boshart Davis, her Chief of Staff Renee Perry, Assistant Oregon Attorney General Rebecca Maile, and others, alleging deprivation of constitutional rights through systemic abuse of process against military families, a federally protected class under the Hate Crimes Prevention Act (Pub. L. 111-84), §4712. Manning and Maile have since been dismissed as defendants. Multiple John and Jane Does remain unnamed.

Oregon state legislators admitted in writing that they killed military family civil rights legislation because I filmed staff in a public restaurant. A senator's email to James Manning displays his motive directly: "I know I said yes to this request, but I won't move forward with the bill because it would be rewarding behavior I don't like."

Surviving claims: First Amendment retaliation, procedural due process, conspiracy.
